Bicycle parking rules / 駐輪のルール

Park your bicycle and motorcycle in a proper parking lot!

It is prohibited to park bicycles in areas other than designated areas, such as bicycle parking lots.
Bicycles found in 'prohibited areas*' will be removed immediately and transferred to a towed bicycle storage facility.

● Dangers caused by illegal bicycle parking

Illegally parked bicycles are a dangerous obstacle for pedestrians, especially children, the elderly and the disabled.
It impedes the passage of emergency vehicles and the evacuation of people in the event of a disaster. They even obstruct normal vehicular traffic and cause traffic congestion.
They disrupt the appearance of the city and affect public safety, such as bicycle theft.

● Prohibited areas* for bicycle parking

All streets around stations across Matsudo City, where signs (please see image), triangular cones, and bicycle parking lot guides are in place. These areas are indicated in brown on this map.

● Bicycles secured with chain locks, etc.

The lock will be cut and the bicycle removed. No replacement or compensasion will be made for damaged parts.

● How to check if your bicycle has been removed

Information about bicycles that have been removed can be found by contacting each bicycle storage facility directly or by visiting the City's website the following day.

Bicycle parking facilities in Matsudo City / 市内の駐輪場

Matsudo City has about 50 city-operated bicycle parking facilities, each of which differs in terms of whether it is for regular or temporary use, free or fee-based, and whether small two-wheeled vehicles (motorcycles) are allowed.
Privately-run bicycle parking facilities are also available in various sizes across the city, so please check in advance according to the station or area you intend to use.

 【Please note】 The City is not responsible for any damage caused by theft, damage or other accidents in bicycle parking areas. Multiple locks are recommended to prevent theft.

※Information for the bicycle parking lot is as of May 2025. Please be sure to check the current operation status of each bicycle parking lot in advance, as there is a possibility of closure or changes in usage restrictions.

City parking lot for regular-use/ 市営定期利用駐輪場

Regular parking (Teiki-riyou), or fixed-term parking, is a service by the city that allows parking bicycles
without paying a fee for every use by contracting and paying for the entire year.
(In addition to regular-use parking, the city also operates “Temporary-use Parking Lot” where users pay a fee each time they park their bicycle.)
Everyone, including those who currently use a regular-use city parking lot,
and those who have applied and are on the waiting list
will need to submit a new application to use the parking lot after April every year.

<Notes on Regular-use Bicycle Parking Lot Application>
  • Cash payment has been discontinued after April 2025, and the users can choose payment method from credit card, payment at convenience stores, and ATMs.
  • The users can make p ayment, or issue the Regular-use Sticker 24 hours a day, 7 days a week.
  • During the initial application period, you may select up to four preferred bicycle parking facilities.
  • You may apply for by selecting not only the facility, but also the level and zone of the parking lot.
  • You can apply and use available bicycle parking space on a regular basis while waiting for a parking space that is full.
  • You can check bicycle parking lot availability in real time.
  • The Shinmatsudo Station East Exit Bicycle Parking Lot No. 1 is under relocation construction and is not accepting initial applications for FY2026. Please check on the designated page (Japanese) for updates on application information.

Who can apply

・ Anyone regardless of whether they reside in or outside of Matsudo
・ Those who own a bicycle with a Bicycle Secutiry Registration
・ Owner of a motorized bicycle with a total engine displacement of 50 cc or less (white license plate)
・ Owner of an ordinary motorcycle (yellow or pink license plate) with a total engine displacement of over 50 cc and under 125 cc
【Please note】
Please submit an application, specifying one person per bicycle.
Motorcycles/minicars with a sky blue license plate, electric kickboards, etc. are not allowed in the municipal bicycle parking lot.

How to apply

■■ For regular use of city parking lot starting Wednesday, April 1, 2026 ■■

 1. Application

【Online Application】
Application period: From Wednesday, January 7 to Monday, Feburuary 9, 2026

Apply via Regular Use Bicycle Parking Online Application Service (external link)

【Mail-in Application】
Application period: From Thursday, January 22 to Monday, Feburuary 9, 2026

Pick up an application form at the administration building of the municipal bicycle parking lot. Complete the form and attach a copy of your identification. Place the completed form and identification copy in the designated pre-addressed envelope and send it to the Bicycle Parking Lot Regular Use Support Center.
 2. Lottery

If the number of applicants is less than the capacity, parking lot usage will be confirmed automatically. Otherwise, users will be selected by a random drawing conducted by the system. The order in which applications are accepted does not affect the outcome.

 3. Notifice of Determination

【Online Application】
Those who applied online will receive their lottery result by email between March 4 and March 6.
If you do not receive your result in email after March 7, please call the Support Center (03-5688-6777).
Those who have secured a bicycle parking space shall complete the necessary procedures for a regular contract via the online application system, including uploading identification documents.
【Mail-in Application】
Mail-in applicants will receive a "Notice of Determination" along with an IC tag by mail after Wednesday, March 3.

【If you are not selected (both online and mail applications)】

- Those who are not selected for any of their first four choices will automatically be placed on the waiting list for the top choice.
- Even while you are on a waiting list, you may apply for and use another available bicycle parking space.
- A notice will be sent via email or mail if a space becomes available.
 4. Pay the user fee

【Online Application】
Pay on the Regular Use Bicycle Parking Online Application Service by Credit Card, or at a convenience store/ATM to purchase the Regular-use Sticker before Tuesday, March 31.
【Mail-in Application】
Pay at a convenience store by referring to the steps described in the "Notice of Determination" before Tuesday, March 31. 
User fees (Regular-use)

 5. Issue and receive the Regular-use Sticker

Those selected for the use of a parking lot must purchase a Regular-use Sticker at a <Regular-use Sticker Vending Machine> at the parking lot you had applied for before Tuesday, March 31.
【Online Application】
Display the QR code you obtained from the Regular Use Bicycle Parking Online Application Service on your smartphone's screen, and scan it at the machine.
【Mail-in Application】
Hold the IC tag that was mailed to you with the Notice of Determination over the machine.

 6. Start using the parking lot

Please place the Regular-use Sticker on your bicycle where it is visible, and park in the designated parking space. ※Parking your bicycle in a spot other than your designated spot may result in relocation or removal.

■■ For starting the regular use of city parking lot in the middle of a fiscal year ■■

Applications after initial call are accepted throughout the year ("Year-round Application"). Those who were not successful in starting the regular use of bicycle parking from the beginning of the fiscal year may also apply as instructions below.

 1. Application
【Online Application】
Apply via Regular Use Bicycle Parking Online Application Service (external link) between the 20th and the last day of the month prior to the month you wish to start using the parking lot. (The application period for usage starting on April 1, 2026, only, will be from March 16 to March 31.)
【Mail-in Application】
Send necessary documents* to the Support Center by the 15th of the month prior to the month you wish to start using the parking lot.
*Application Form is available at each bicycle parking facility. Place the completed form and identification copy in the designated pre-addressed envelope and send it to the Bicycle Parking Lot Regular Use Support Center.
 2. Notification
【Online Applicants】
Those who secured a parking space will receive a "Notice of Determination" by email between the 20th and the last day of the month prior.
【Mail-in Applicants】
Those who secured a parking space will receive a "Notice of Determination" and a "Regular User IC Tag" in the mail after the 20th of the month prior.
【Those who are put on a waitlist】
・ If you wish to wait for a space to become available in this lot, please remain on the waiting list. You will be notified by mail when a spot becomes available.
・ If you do not wish to wait, please apply again for another bicycle parking space. You may also choose to use the Temporary-use Parking Lot for the time being.
【Please note】 You will be removed from the waiting list the moment you apply for another space in the same station area, and only the most recent application will be valid.
 3. Pay the user fee
Those secured a parking lot should make payment between the 20th and the last day of the month prior. (Please see below for the user fees)
【Online Applicants】
Please select a payment method from the Regular Use Bicycle Parking Online Application Service (external link). You may pay by credit card (VISA/Master), ATM, or at a convenience store.
【Mail-in Applicants】
At the Regular-use Sticker vending machines located in the bicycle parking facility you had applied for, hold your IC tag to print a payment slip. Then, make payment at a convenience store.
 4. Start using the parking lot
After payment, you need to print out the regurer-use sticker from the Regular-use Sticker vending machines located in the bicycle parking facility using your IC tag before the last day of the month prior to your use. Please place the Regular-use Sticker on your bicycle where it is visible, and park in the designated parking space.
※Parking your bicycle in a spot other than your designated spot may result in relocation or removal.

City parking lot for temporary-use / 市営一時利用駐輪場

Temporary-use parking lots (Ichiji-riyou) are located near the stations for those who need to park their bike while shopping, etc., or while waiting for a fixed-term parking lot to become available. In contrast to "Regular-use Parking Lot", the user pays a user fee each time he/she parks the bicycle.

Staffed bicycle parking

There will be staff on site to supervise parking and collect fees, and the lot may only be used while they are present. The hours of operation vary at each location, so please check with each facility. However, if you have a ticket book, you can use these parking lots outside of staffed hours.

Automated bicycle parking

These self-parking lots are available 24 hours a day, every day, and are paid based on time used with a post-payment using a machine. Ticket books are not accepted.

Towed bicycle storage facilities / 自転車保管所

Illegally-parked bicycles are sorted by each station area which they are towed from, and stored for up to two months. To retrieve your bicycle, you must pay a transfer & storage fee.

How to find out if your bicycle has been towed and collected by the city

If the owner is identified through an inquiry to the police based on the Bicycle Security Registration sticker, a notification postcard will be sent. Otherwise, please check the list of removed bicycles (Japanese) on our website.
