A Message from the Mayor
Japan’s Declaration of a State of Emergency in response to the novel Coronavirus (April 7, 2020)
The national government designated Chiba Prefecture as one of the target regions of the "Declaration of a State of Emergency."
With the cooperation of Matsudo City residents , including by avoiding going out unless absolutely necessary (especially traveling to/from Tokyo) and avoiding the three “mitsu (密閉, 密集, 密接 - closed spaces with bad air circulation, closed spaces where large numbers of people gather, and closed spaces where conversations or other close interactions take place)”, we have yet to see an overshoot (explosive rise of virus cases) here in Matsudo. However, the other day eight people of the Yamato Transport Office were infected, bringing the total number of infected people in the city to 25. We are in a "very dangerous situation" where an overshoot could occur at any time in our city.
This situation is common to the northwestern part of Chiba Prefecture, and because this area is part of the Tokyo metropolitan area, Chiba Prefecture has been designated as one of the areas subject to the “Declaration of a State of Emergency.”
Although I know that this situation will cause great inconvenience in many ways to our citizens for a while to come, your awareness and action will prevent the “collapse” of the health care system, soften the severity of many people's illnesses, and save lives.
I appreciate your understanding and cooperation.
Matsudo City Emergency Measures in Response to the “Declaration of a State of Emergency”
Matsudo City requests citizens and business operators for their cooperation
(1）Request for self-restraint before going outside
Aside from essential outings, please refrain from going out unnecessarily during either day or night.
※Examples of non-essential outings:
Visiting a place with three “Mitsu*” ―*Mippei, Misshu, Missetsu (Closed spaces with bad air circulation, closed spaces where large numbers of people gather, and closed spaces where conversations or other close interactions take place), participating in a gathering/party where people other than your family members get together, visits to nightclubs and hostess bars, etc.
※Going to work is not subject to the request for self-restraint before going outside, but one should try to promote initiatives to minimize interactions with people, such as working-from-home, staggered commuting, and commuting by bike, etc.
※Examples of essential outings:
Visiting a hospital or social welfare facility, etc., going shopping for the groceries/medications/daily sundries, walking/exercising for maintaining the health, going to work that can not be performed at home, etc.
2）Request for cooperation from business operators on infection prevention measures
Take sufficient countermeasures against the three “Mitsu*”
Measures such as limiting/organizing visitors, prohibiting admission of visitors with symptoms such as fever, installing hand sanitizing equipment and disinfecting facilities, informing visitors to wear masks, etc.
（3）Request for cooperation before holding events
Refrain from holding events that may lead to the spread of infection.
Refrain from holding events if the three “Mitsu*” cannot be avoided.
Measures to be taken for the City’s Jurisdictional Operations
- In most cases, public facilities, both indoors and outdoors, will be closed until Wednesday, May 6.
- In most cases, events hosted by the City, regardless of size, will be cancelled or postponed until Wednesday, May 6.
- City-sponsored meetings or events should be advised to be canceled or postponed.
- Telework systems, etc. will be implemented for city employees.
- Municipal schools are to be closed until Wednesday, May 6.
- Public nursery schools, private daycare centers, small-scale daycare facilities, certified childcare centers, unlicensed daycare facilities, and after-school children's clubs will ask the enrolled children’s household to refrain from attending school. ※The above facilities will continue to provide childcare for those who need to continue going to work.

Utilize all communication tools and related organizations under the jurisdiction of each department to inform the public.

- Continuous common cold symptoms or a fever higher than 37.5 degrees for at least 4 days (including those who need to keep taking antipyretics/fever medicine)
- Exhaustion or difficulty breathing
※ Seniors, patients with existing illnesses, dialysis patients, patients taking immunosuppressant drugs or cancer drugs, and pregnant women should consult if the conditions above last continuously at least 2 days.
※1 Medical consultations for suspected Novel Coronavirus patients are available only at specialized “Returnees & Contact Persons Outpatient Depts.” You must contact the Public Health Center - Returnees & Contact Persons Consultation Center before visiting.

"MATSUTAKU DEMAEBIN" Matsudo Taxi Food Delivery Service
For a limited time in Matsudo City, restaurants are collaborating with taxi companies to provide a delivery service for their food. A taxi driver will pick up your order at a restaurant and deliver it to your home. You can receive your meal and pay for it through the delivery taxi.
