No-writing Counter Service is introduced / 書かない窓口システムを導入しました
On January 31, 2025, the City began operating a “No-Writing Counter Service” using the government-promoted “Municipal Window DXSaaS*” and “RPA*”.
The "No-Writing Counter Service" is a system that allows city hall visitors to complete various forms without writing them by hand at the counter by reading their My Number Cards.
The service reduces the time spent at the counter and waiting time by eliminating the need to fill out application forms. At the beginning, the service will be provided sequentially starting with the procedures that are available depending on the situations at each counter.
- ■ Municipal Window DXSaaS (pronounced as "Dee-ex sah-ass")
- The “Municipal Window DXSaaS” is an initiative that allows each local government to select and use a system provided by a service provider selected through open competition by the government, with the aim of reducing the time citizens spend at the counter and waiting time, and reducing the burden of “procuring a new system” for local government officials.
- ■ RPA (short for "Robotic Process Automation")
- RPA is the automation of input work, etc., performed by human operators using PCs, by means of software robots. The RPA system will automatically input part of the receptionist's work at the "no-writing counter" into the system that manages residents' information, thereby improving the work efficiency of the staff.

How to use the "No-writing Couter Service"
- Present your My Number Card, driver's license, or resident card at the applicable counter. Even if you do not have your card, you can still use the service by answering the questions at the counter.
- A city hall staff reads the My Number Card, etc. with a dedicated card reader and asks the necessary information for the desired procedure.
- Based on the information read or heard, the staff prints out an application form with the name, address, and required information printed on it, and a list of procedures that is also required at other divisions. (Steps 1-3 will save labor in filling out application forms.)
- You will sign the printed application form and submit it to the counter.
- Visit another division according to the list of procedures you received in step 3. The information at the prior window is shared, and the staff prints out the necessary application form at that window. It is not necessary to follow steps 1-2 again.
