Procedures to follow when starting or leaving a job / 就職・退職の時の手続き
1. Procedures required when starting a job
- Withdrawal procedure from National Health Insurance [within 14 days of joining Social Insurance]
If you do not complete the withdrawal procedure for National Health Insurance at the City Hall after you get a job and join the Social Insurance system at your workplace, you will end up paying for both Social Insurance and National Health Insurance.
*If you do not join Social Insurance after finding a job due to your employer's company structure or your work situation, you will continue to be covered by National Health Insurance and do not need to complete withdrawal procedures. - Notify Hello Work of employment [as soon as employment is confirmed]
Only if you received unemployment insurance benefits prior to employment, submit a certificate of employment.
2. Procedures required at the workplace when ending a job
- Submit a notice of resignation to your workplace [one month in advance]
Notify your immediate supervisor of your intent to resign, and transition your work to your successor. - Receive necessary documents from the employer [at the time of resignation]
離職票 (employee termination letter) ・厚生年金加入員証 (employees' pension insurance membership card) ・年金手帳 (pension book) ・雇用保険被保険者証 (social health insurance card) ・健康保険者資格喪失通知書 (certificate of loss of health insurance coverage)
3. Procedures required at the city hall, etc. when leaving a job
- Enroll in the National Health Insurance [within 14 days of resignation]
At the City Hall National Health Insurance and Pension Division, switch your health insurance from Social Health Insurance to National Health Insurance. Bring your social health insurance card, termination letter, certificate of loss of health insurance coverage, and proof of ID (Residence card/driver's license/My Number Card) - Enroll in the National Pension System [within 14 days of resignation]
At the City Hall National Health Insurance and Pension Division, switch from Corporate Pension System to National Pension System. Bring your pension book, termination letter, and proof of ID (Residence card/driver's license/My Number Card) - Apply for unemployment insurance benefits at Hello Work [as soon as you receive the employee termination letter]
Those who have been insured under the employment insurance for at least 12 months or more during the last 2 years counting from the termination date are eligible to receive unemployment insurance benefit by application. Bring your termination letter, bankbook, two photographs (recent photograph of 3.0cm (H) x 2.5cm (W) headshot) and proof of ID (Residence card/driver's license/My Number Card)
Please refer to the pamphlet by the Ministry of Health, Labour and Welfare for the details. - Change the method of payment of Residence Tax [by the 10th of the month following the month of resignation]
- Bring your termination letter or certificate of loss of health insurance coverage and proof of ID (Residence card/driver's license/My Number Card) to the City Hall, Residential Taxation Division.
※ If you have already found a new job and will start working immediately, such as within a month of resignation, you will submit the necessary documents to the new company. The company will take care of the procedures with the government office, so there is no need to do it yourself.
※ Depending on when you start your new job, there may be other tax procedures you need to complete. Please check with the Taxation Office.
【NOTE】In the year immediately following your retirement, you may have to pay more for national pension, residence tax and health insurance premiums. Find out in advance what payments you will have to make when you retire and take measures so that you do not have trouble having to pay a large amount of money.

If you are concerned about labor issues such as nonpayment of wages, unfair dismissal, labor relations, working conditions, hiring, employment insurance, and other problems associated with employment relationships, the City offers an employment consultation desk.
Social Insurance Labor Consultant is available for consultation over the counter and by phone.
Please make an appointments in advance for a 30-minute consultation (extension is possible if there is no reservation is behind you) at Kinro Kaikan (Matsudo City Workers' Hall).

Chiba Prefecture Labor Relations Commission's 'Mediation System for Individual Labor-Management Disputes'
The 千葉県労働委員会(Chiba Prefecture Labor Relations Commission) offers “Mediation for individual labor-management disputes,” in which a member of the commission acts as an intermediary between individual workers and employers in labor-related disputes such as unfair dismissals, workplace harassments, and disadvantageous changes in working conditions, aiming for an amicable resolution through compromise between the two parties.
Mediation is free of charge and can be applied for by either the worker or the employer.

Japanese courses for work / 仕事のための日本語
■ Japan International Cooperation Center (JICE) has been commissioned to implement the “Japanese Language Classes for Work” as part of the Training Course for Promoting Stable Employment of Foreign Residents by the Ministry of Health, Labour and Welfare. The course is intended for foreign residents to promote their stable employment and retention in Japan through an improvement of their Japanese language skills.

■ On the NHK World website, you can study Japanese for work in an easy-to-understand format. You can learn useful Japanese expressions, keigo (honorific expressions), and practical situations through videos.
■ "Nursing Care Japanese Language Class" covers the basic language necessary in nursing care (terminology), Kanji characters, and how to communicate with the care users.
The course is offered for free of charge (the purchase of textbooks, etc. is required) and held irregularly throughout the year.

Employment Support Information
- For parents of single-parent families, the city provides employment support such as consultation by professional counselors and partial subsidies for course fees.
- The city provides consultation services for those who are looking for work while raising children. A children's corner is available, so you can search for a job with your children in peace.
- A consultation service for women who are looking for work while raising children or aiming to continue working. Career consultants provide individual counseling tailored to each person's situation, advice on finding employment, and information on how to balance work with housework, child-rearing, and nursing care.
- In order to help young people between the ages of 15 and 49 who have problems with working become professionally independent, we provide a variety of support such as personal consultations, skill improvement programs for employment, work experience, and volunteer work, to support them in finding employment or continuing on to higher education.
- The city supports people who have been out of work for a long time for various reasons, who have communication difficulties, who have irregular lifestyles, etc., who have difficulty getting immediate job placement or job training, and whose income is below a certain level. In preparation for getting a job, we provide individual training, group training, and work experience according to each person's situation to help them acquire the basic skills necessary to work and have the desire to work. - Hello Work Matsudo has interpreting service available in Enligh, Portuguese, and Chinese. Please see the above list for the office hours for each language.
- There are various supports for people who want to work and improve their skills in the nursing profession.
- This is a center for skill development and educational training activities for workers. It can also be used as a venue for local people's workshops and business meetings.

- A business incubation & co-working office that also offers in-person and online consultations for those considering starting a business in Matsudo City or those who have just started a business.
