Overview
From Monday, February 17, 2025 to Monday, March 17, 2025 is the filing period for filing the municipal and prefectural tax returns for the 2025 fiscal year (based on your financial figures in 2024).
Please refer to the following information and file your tax return during this period.
Tax returns for tax years prior to 2024 shall be filed at the Resident Taxation Division of the Matsudo City Hall (3F New Bldg. of City Hall).
■ NOTE
- As in the previous year, consultation and preparation of INCOME tax returns will not be available at each reception site. Only municipal and prefectural tax returns will be available for consultation and preparation. However, the “Completed income tax returns" can be submitted at each site.
- For consultation and preparation of income tax returns, please visit the tax return preparation room being set up at the Matsudo Tax Office (53-3 Konemoto, Matsudo City) during the tax return period.
- Since the reception sites will be very crowded and require a lot of time during the tax return filing period, we recommend that you submit your tax return via the "Online Application Platform System" or "by mail".
Who is required to file a tax return
1. Those who have an address in Matsudo City as of January 1, 2025 and had the following income during the period from January to December 2024
- Persons who had income from business, agriculture, land rent, rent, dividends, etc. (Please file a tax return even if you only have a part-time or in-house job.)
- Persons who have income from salaried employment and who fall under any of the following categories.
- Those whose income other than their salary is less than 200,000 yen and who are not required to file an income tax return.
- Those whose payroll reports were not submitted to Matsudo City by their employers.
- Persons who have miscellaneous income such as manuscript fees, royalties, lecture fees, etc.
- Persons whose total income exceeds 10 million yen and who have a spouse in the same household (a spouse whose total income is 480,000 yen or less).
2. Those who are not described above and who fall under any of the following categories during 2024
- Persons who had no income due to illness, unemployment, closing of business, students, etc.
- Persons who lived solely on non-taxable income such as disability pensions, survivor's pensions, etc.Persons who are dependent on a person in another city or another household (persons who are dependent of a spouse who is working away from family should also file a tax return).
3. Those who received public assistance during 2024
※ Persons who have submitted an income tax return are NOT REQUIRED to file a municipal or prefectural tax return.
However, if you do not attach the Certificate of Withholding Tax for salary income when submitting your income tax return, or if you do not include the details of the Certificate of Withholding Tax, etc. in Table 2 of your income tax return, the tax amount may not be calculated correctly because the breakdown of the amount of income deductions is unclear.
The Resident Taxation Division may contact you in order to properly calculate the tax amount.
4. Those receiving a pension (in some cases)
- Those whose income from public pensions, etc. is less than 4 million yen and whose other income is less than 200,000 yen are not required to file an income tax return. However, for municipal and prefectural taxes, those who receive deductions (deduction for life insurance premiums, medical expenses, etc.) other than those shown on the "Certificate of Withholding Tax for Public Pensions, etc." (deduction for social insurance premiums, deduction for dependents, deduction for single parents, deduction for widows) and those with other income, are required to file municipal and prefectural taxes.
- ※Persons receiving public pensions, etc. that are not subject to withholding tax, such as, pensions paid in foreign countries, are required to file an income tax return. (Such income is not subject to the tax return exemption program.)
Documents required for tax return
- Municipal and Prefectural Tax Declaration Form
- Document certifying income from 2024 (Certificate of Withholding Tax or books of account for salary and public pension, etc.)
- Document certifying deduction that confirms the amount paid during 2024 (Certificate of deduction for social and national pension insurance premiums, certificate of deduction for life insurance premiums and earthquake insurance premiums, statement of deduction for medical expenses, and certificate of receipt of donation, etc.)
- Certificate of receiving public assistance (original) *Persons who receive public assistance and have income within 2024
- Certificate of disability *If filing with disability deduction
- Student ID *In case of a student
- Document that lists My Number
- Proof of identification
Filing Method: 1. Online
You can prepare a Citizen's and Prefectural Tax Return by entering figures from the Gensen Choshuhyo (Certificate of Withholding Tax) and other sources. For details, please refer to the link below.
Please send the image data of the documents required for the tax return together with the tax return form.
*The individual resident tax estimate calculator and tax return filing system for the fiscal year 2024 is scheduled to be released on Monday, February 3, 2025.

■ Note
- Please do not forget to include all the required documents. (a copy for proof of My Number, Disability Certificate, and student ID card)
- Please make sure to write your telephone number on the declaration form.
- If you do not need a receipt stamp on the "copy" of the declaration form, please send only the "for submission" form.
- If you need a receipt stamp on the "copy" of the declaration form, please enclose the "for submission", "copy" and a “stamped return envelope with your name and address on it”.
Printing the Citizen's and Prefectural Tax Return Form
If you do not have the hard copy of Municipal and Prefectural Tax Return Form at hand, please use one of the following methods to print it.
1) To print and submit the tax return after entering data in the tax return form
You can print out the data entered in the ‘resident tax calculator and tax return filing system’ and mail it to us.

2) To print the tax return form first, then fill out and submit
