Lan, tell us about your cultural experiences! February 2023 Issue

When i first came to Japan, I was surprised to see yellow braille blocks running everywhere in the street or in train stations. Because in Vietnam, braille blocks are not so popular.
My Japanese friend told me that braille blocks were invented by a Japanese person from Okayama Prefecture in 1965, and then gradually spread to other countries. I also learned that there are two types of braille blocks: linear blocks for leading direction and spotted blocks for warning of dangerous areas.
Japanese people often use trains, where in addition to the elevators, there is also a wonderful　piece of equipment (called the “stairlift”) which allows people in a wheelchair to go up and down the stairs. If neccessary, the station staff will bring out this stairlift to help wheelchair users go up and down the stairs. Seeing that made me once again realize that Japan is a leading barrier-free country.
Since I started to work in Matsudo City Hall, one of the things that impressed me was that people with disabilities work there normally. Also, City Hall regularly holds sales events promoting self-produced products from facilities for the disabled. So it is important that there be no physical barriers, nor institutional barriers nor barriers in our hearts.

初めて日本に来たとき、駅や街中の至る場所に連なっている黄色の点字ブロックにとてもびっくりしました。なぜなら、ベトナムでは点字ブロックがそれほど普及されていないからです。
日本人の友達に聞いてみたら、点字ブロックは1965年に岡山県出身のある日本人によって発明されたもので、その後徐々に各国に普及されていったそうです。また、点字ブロックには進行方向を示す線状ブロックと危険個所を示す点状ブロックという2種類があることも教えてもらいました。
日本人はよく電車を使うので、駅ではエレベーターの他に、車いすに乗っている人をそのまま階段で昇降させるという素晴らしい機器（昇降機）も置いてあります。必要に応じて、駅員さんが昇降機を出して、車いす利用者が階段を昇り降りするのをお手伝いします。それを見て、日本はバリアフリー先進国だなあと、改めて実感しました。
松戸市役所に着任して、感心させられたことの一つは庁内で障害のある人が普通に働いたり、障害者就労施設などによる自主生産品の販売会が定期的に行われたりするという取り組みです。やはり、物理的なバリアフリーだけではなく、制度的なバリアフリー、心のバリアフリーも大事ですね。
