Two Areas of CIR Community Engagement
When it was decided that I would begin working as a Coordinator for International Relations (CIR), someone close to me back home in the United States said:
“It’s great that you get to do a job that helps foreigners who move to live in Japan!”
I, too, thought it would be wonderful if I could do that kind of work. However, at the time, the image I had of a “CIR” mainly involved international exchange activities such as introducing foreign cultures to Japanese people or visiting schools to engage in cultural exchange. I responded that, unfortunately, it probably was not exactly a job focused on daily life support.

However, after actually coming to Japan and regularly assisting as an interpreter for foreign residents visiting City Hall, I realized that the scope of a CIR’s work is not limited to “international exchange.” Especially in Matsudo City, where the number of foreign residents is increasing, CIRs have another important role. That role falls within the area of “intercultural cohesion.”
In January of this year, I had the opportunity to participate as an interpreter at an event aimed at informing residents about garbage disposal rules. The session included an explanation of Matsudo City’s waste separation system, as well as a hands-on activity in which participants practiced sorting different types of waste (burnable, hazardous, recyclable, etc.). When beginning life in a foreign country, people face many uncertainties, and Japan’s unique garbage rules can be one of the hurdles in daily life. However, once these rules are properly understood, it can build foreign residents' confidence and help foster trust within the local community. While interpreting, I remained mindful of differences in cultural background and daily habits, and although the primary goal of the event was to promote awareness of Matsudo City’s garbage rules, it also became an opportunity to share perspectives on intercultural cohesion through mutual understanding among participants. Multilingual information about garbage disposal is available on Matsudo City’s website under the “International Portal,” and also, if you contact the Waste Management Division, they will kindly explain the garbage separation process in detail, so if you are having difficulty, please feel free to reach out to them!
A look at the “MIEA World Tour: American Culture Introduction” lecture
Then, on February 7, as part of international exchange activities, I had the opportunity to serve as a lecturer for a MIEA (Matsudo International Exchange Association) event titled “MIEA World Tour American Culture Introduction: Stories Behind America’s Greatest Songs Part 2.” In this lecture, I introduced aspects of American culture to Japanese participants, focusing on music and award ceremonies. I explained how events such as the Grammy Awards and the Academy Awards play a role in promoting works on a global scale, and I also discussed the meanings behind the English lyrics of several classic songs.
Being able to engage with the community through both of these areas of work is something I find deeply rewarding as a CIR. Whether introducing culture or supporting daily life, both ultimately aim at building a community where people can understand one another. I am grateful for the opportunity to serve as a bridge among people from different backgrounds, and I hope to continue contributing as a member of Matsudo City.
CIRが地域と活動する二つの領域
私が「国際交流員」（CIR）の仕事に就くことが決まったとき、母国のアメリカで身近な人からこんなことを言われました。
「日本に住みに行く外国人の生活を手助けする仕事って、いいね！」
私自身もそのような仕事ができたらいいな、と思いながらも、当時の私が抱いていたCIRのイメージは、「外国の文化を日本人に紹介する」「日本の学校で交流活動を行う」といった国際交流でした。残念ながら、いわゆる生活支援のような仕事ではないのではないか、と答えていました。

しかし、実際に日本に来て、定期的に外国人来庁者対応の通訳業務に携わる中で、CIRが活動する領域は「国際交流」だけではないことに気づきました。特に外国人の人口が増えている松戸市では、CIRにはもう一つの大切な役割があります。それが「多文化共生」という領域です。
今年の1月に、ごみのルールについて周知する機会があり、私は通訳として参加しました。その中では、松戸市でのごみの分別方法についての説明と、実際にゴミを種類別（可燃ごみ、有害ごみ、資源ごみなど）に分別体験できる活動がありました。外国で生活を始めると、さまざまな不安と向き合うことになります。その中でも、日本独自のごみのルールは生活する上での壁の1つです。しかし、このルールをきちんと理解できれば、生活への自信につながり、また地域社会との信頼関係を構築できる等のメリットがあります。文化的背景や生活習慣の違いを意識して通訳を行いながら参加者相互の理解もあり、活動の目的は松戸市のごみのルールの周知でしたが、多文化共生の視点を共有する機会にもなりました。多言語版のごみの出し方に関する情報は、松戸市ホームページ内の「International Portal」に掲載していますし、廃棄物対策課に連絡すれば、丁寧にごみの分別を教えてくれますので、困っているようなら連絡してみてください！

そして2月7日には国際交流として、MIEA（松戸市国際交流協会）主催の「世界めぐりアメリカ文化紹介 アメリカ名曲の裏話2」という講座に、私が講師として務める機会がありました。日本の皆さんにアメリカ文化をご紹介する内容で、音楽や授賞式をテーマに、グラミー賞やアカデミー賞が作品を世界へ広める役割について説明するとともに、名曲の英語の歌詞の意味についても解説しました。
こうした活動を両立しながら、CIRとして地域に関わることができるのは、とてもやりがいのあることだと感じています。文化を紹介することも、生活を支えることも、どちらも目指しているのは「理解し合える地域づくり」です。さまざまな立場の方と関わりながら、その橋渡し役を担えることに感謝しつつ、これからも松戸市の一員として活動を続けていきたいと思います。
