Coordinators for International Relations (CIRs) are employed through the Japan Exchange and Teaching Program (JET). The program is administered through the collaboration of Japan’s local government authorities, the Ministry of Internal Affairs and Communications (MIC), the Ministry of Foreign Affairs (MOFA), the Ministry of Education, Culture, Sports, Science and Technology (MEXT), and the Council of Local Authorities for International Relations (CLAIR).

The primary aim of the JET Programme is to promote grass-roots internationalisation at the local level. Over 90% of participants are employed as Assistant Language Teachers (ALT) in government schools across Japan, and the remainder work as Coordinators for International Relations (CIR) in local government offices and related international organisations.

But what do the Matsudo City CIRs actually do all day??

Another great question! The main responsibilities of the Matsudo CIRs can be summarised as follows -

1) The CIRs are heavily involved in any international relations activities organised by Matsudo City Hall, providing essential language support and cultural advisory.

This includes networking with potential international partners, managing communications with Matsudo’s sister city (Whitehorse City) in Australia, and interpreting during diplomatic visits, etc. The CIRs' involvement enhances the city’s outreach efforts through improved communication with the international community, and also promotes cultural awareness and linguistic diversity within Matsudo itself.

2) The CIRs use their experiences as a non-native resident to introduce their own culture at Demae Kouza (visiting lectures), etc. and identify ways to promote the city to a foreign resident, making it more foreigner-friendly and attracting foreign tourists.

3) The CIRs use their language skills to promote the internationalization of Matsudo City by distributing administrative information and city events, mainly online and on SNS.

いい質問です!国際交流員 (英語でCIR: Coordinator for International Relations) は日本政府のJETプログラムを通して雇用されています。

JETプログラムは、「語学指導等を行う外国青年招致事業」 (英語で JET: The Japan Exchange and Teaching Programme) の略で、地方自治体が総務省 (MIC)、外務省 (MOFA)、文部科学省 (MEXT) 及び一般財団法人自治体国際化協会 (CLAIR) の協力の下に実施しています。…頭字語だらけですね!

JETプログラムは主に海外の若者を招致し、地方自治体、教育委員会及び全国の小・中学校や高等学校で、国際交流の業務と外国語教育に携わることにより、地域レベルでの草の根の国際化を推進することを目的としています。大多数のJETプログラム参加者は外国語指導助手 (ALT:Assistant Language Teacher) として日本に来ますが、9%ほどは国際交流委員 (CIR) として地方の公共団体や国際交流協会などで働いています。

それもいい質問です!松戸市での主な仕事は、以下の通りです―

1)松戸市役所が企画した国際交流のイベントと活動に関わり、重要な言語サポートと文化的適応に関して専門的アドバイスを与えています。これは、国際協力関係を結ぶかもしれない相手のかけ橋となることや、オーストラリアにある姉妹都市ホワイトホース市との連絡を担当すること、外交訪問の通訳等を含みます。これらの活動により、国際社会とのコミュニケーションが強化され、文化的、言語的多様性という形で地域社会へ還元されます。

2) 自分自身の外国人居住者としての経験を生かして、出前講座などで自国の文化を紹介したり、外国人市民のために松戸市をより優しくする方法や、外国人観光客を松戸市へ引き付ける方法等を模索します。

3)オンラインとSNSを中心に、自分の外国語力を生かして、行政情報や市のイベントなどを発信し、松戸市の国際化を推進します。
